Highly reliable sources told 'JUNG' that earlier caretaker governments came for only three months and during that period neither caretaker government organized a high-powered selection board for promotion of bureaucrats in grades 21 to 22 nor Only in this regard did any determination or law come out about the powers of the caretaker government.
Sources said that the Election Commission of Pakistan has the power to decide for or against the caretaker prime minister's discretionary powers to promote bureaucrats in grades 21 to 22.
Sources said that the Caretaker Prime Minister does not have any law for these discretionary powers, so the board does not become justified until the formation of an elected government.
Sources further said that grade 22 is the last grade in the civil service, so the authority to promote in this grade should rest with the ethically elected prime minister, which has been the practice till date.
In this regard, upon being contacted by 'Jang', the former Secretary Election Commission of Kanwar Dilshad said that the approval of the Pakistani Election Commission will be necessary before officers in grades 21 to 22 in the High Powered Board, which is led by the Prime Minister, may be promoted next month.
