Finance Amendment Ordinance 2023The caretaker government has postponed the promulgation of the Finance Amendment Ordinance 2023 for documenting the economy.
The current government is drafting an ordinance for all institutions and departments at the federal and provincial levels to register income tax return filers and integrate their data on a permanent basis.
The fixed-time ordinance for a period of only 120 days has no legal backing. According to official sources, under Article 89 of the Constitution, the President can also issue ordinances on matters covered by the Money Bill.
However, every ordinance before the National Assembly relating to matters falling under the purview of the Money Bill is automatically repealed after a period of 120 days if not approved by the Assembly.
The National Assembly can also extend the validity of the Ordinance by another 120 days through a resolution. Since the National Assembly is not present at the moment, the Money Bill cannot be presented in the Assembly.
