The Syrian Observatory for Human Rights said several civilians were among those killed in the attack, which was carried out while the cadets' graduation ceremony was underway at the college, attended by their families.
The report states that the Syrian army has blamed terrorist groups supported by known international forces for the attack.
Foreign media say the drone strike is believed to have been launched from opposition-held areas northwest of Homs.
Later, the White Helmets, a Syrian humanitarian organization, reported that 5 civilians were killed and dozens injured in government artillery shelling and missile attacks on several cities, towns and villages in the opposition stronghold of Idlib province.
Syria's official news agency Sana quoted a statement from the General Command of the Armed Forces as saying that several drones loaded with explosives targeted the military academy in Homs shortly after the graduation ceremony ended in the afternoon.
Officials say that as a result of the aggression, many civilians and military personnel were killed, among the injured were students, their families and others.
